Fix downloading hashtags containing non-ASCII characters (614)

- Improvements regarding Hashtag downloading:
- Download Hashtag profile pic (unless `--no-profile-pic` is specified)
- Save Hashtag metadata JSONs (unless `--no-metadata-json`)
- Improve user-friendliness of the Instaloader CLI:
- Do not attempt to fetch invalid targets (571, 577)
- Catch Exceptions raised during filter evaluation (192)
- Print error message when user seems blocked (472)
- Additional attributes of Instaloader structures, available in the `instaloader` module:
- `Post` properties `is_sponsored` and `sponsor_users` (295)
- `Post` properties `is_business_account` and `business_category_name` (601, 602)
