This release contains numerous enhancements and bugfixes, including:

* Significant refactoring of HTML constructor utilities
* Replace all XML usage with HDF5 and remove lscsoft-glue dependence
* Bump default omega scan FAR threshold up to 1/year
* Restore configuration file syntax highlighting
* Bug fix for frame I/O
* Bug fixes to `gwdetchar.lasso`
* Bug fix to `gwdetchar-omega-batch`
* Bug fix for TeX rendering (i.e., allow users to opt out of it)

* Do not fall back to `lalframe`, now that `frameCPP` is clear of memory leaks

Build-only bug fix for conda environments running python-2.7:

* The builtins `StringIO.StringIO` and `cStringIO.StringIO` expect `utf-8` encoded strings, which caused failures with `gwdetchar.utils.html_parser`

* Assert that the submodule `bootstrap-ligo` is populated before building

This is the second full release of `gwdetchar`, and includes a number of changes:
