Introduce an extra keyword argument (`obs`) to `gwdetchar.io.datafind.get_data`, and use this to explicitly support reading the LIGO observatories' DMT SenseMon minute trend frame files. This resolves an issue where reading them over an NDS server requires additional authentication, removing a potential point of failure.
