This is one the largest BCML releases in quite some time. It is possible there will be some new bugs, but I couldn't get enough testers to check everything. As far as I can tell it should all work, but just a warning nonetheless.

Changes:
- New AS list merger, important for animation mods. **If you are the creator of an animation mod, consider rebuilding your BNP with this version to take advantage of its benefits.**
- New area data merger, important for combos like Second Wind + Rebalance.
- Revised drop merger behaviour to eliminate bugs and unexpected effects (closes 160)
- [Windows] Add new buttons in settings to create desktop/Start menu shortcuts
- Revert to official pywebview with support for Edge WebView2
- No longer show GB tab by default
- Fix metadata on BNP -> standalone mods
- Overwrite flag added to some 7-Zip uses
- Better error for drag-and-drop filesize limit
- Update some dependencies

Again, devs: This is a good release for rebuilding BNPs if you could benefit from the AS list merger, area data merger, or drop merger. Or at least after it's clear there are no new bugs.

- Adds AS list merger (please check for functional animation mods, BNPs will need to be remade)
- Revert to official pywebview, supporting WebView2 and at least possibly in the future Mac OS
