This release adds detection for if you're skins folder is ~/.steam/skins instead of the more standard ~/.steam/steam/skins. This should resolve the problems with installing on distros where that location is default.

Install instructions are on the readme page and it's suggested you clone the repo, but if you'd rather use a certain versioned release or need an older copy just download and extract the tar ball.
