This is a dev release adding library support for resumable uploads - soon to be available in the API.

Makes it easier to do batch jobs. See point number 7 in `tsd-s3cmd --guide` for details.

Both tsd-s3cmd and tacl now support exporting files.

Adds optional group-based access control to `tacl`.
