Pylivestream

Requires Python >= 3.7 to fix corner cases such as:

* making install more robust in user site-packages
* finding package files for install and test

added pylivestream.api which can be imported into other Python programs instead of requiring command line

modernize package layout

also use pytest conftest.py for DRY test parameters

use base.py

improve self-test robustness

add `audiochan: null` for devices without an audio stream like the PiCamera

Now pylivestream.ini is found in 3 locations in this order:

1. what the user specified on the command line or function call
2. ~/pylivestream.ini
3. inside the installed pylivestream package

Moved more FFmpeg specific code to ffmpeg.py

made CI always test in installed mode instead of dev mode

correct bug for zip_safe: false was needed and location of pylivestream.ini default for python setup.py install
