Plyara

Patch release with a minor improvement.

* Static detect_imports method no longer adds unnecessary quotes in the output listing (16).

Patch release to address a bug.

* The static method `Plyara.detect_dependencies` now correctly handles rule mentions in `conditions` with parentheses (13).

Patch release to fix a couple bugs.

* Parsing empty files or files with no rules now returns an empty list (10).
* Fixed a bug where hex strings ending in a comment and newline caused an unhandled exception (11).

This is the initial re-release of the community-maintained Plyara library.

Changes include:

* Complete API overhaul to be more Pythonic.
* Massive code refactoring.
* Tons of bugfixes and vastly improved parsing.
* New functionality for rule verification, logic hashing, and more.

This release is **not** backwards compatible with the [original plyara](https://github.com/8u1a/plyara) v0.1.0.
