Test improvement release.
test_compare_timeseries_to_chip verifies that data transformations are not transposing array axis. The test pulls the most recent chip for a given spectra and compares it to the most recent chip produced by timeseries creation for the same spectra. The values are compared via numpy.ndarray equality.
test_locations and test_coordinates in test/test_chips were improved to account for pixel location post transformation.
Test failure in test_functions:test_chexists was corrected for Python 3.5.3.
