Add support for Python 3.8, removing Python 3.4 support.

There was an issue obtaining the final buffer when flush() was called.

Added a function that allows you to silence LAME so that it doesn't output to stdout.

Add a long description to the PyPi entry to make it easier to find the library.

Thanks to kibumh there's now the chance to set the sample rate.

Take two so it works on macOS, no code changes.

Support for Python 3.7 on all platforms.

Skipped version 1.0.1 due to building Python 3.7 on Windows with VS 2015. PyPi doesn't allow a release to be re-uploaded.
