Bugfixes:

Updates pypipublish.yml to be triggered by publication of release rather than creation of release (intended to fix issue where release first created as draft would not trigger this github action).

- match_germline option: only statements with the optional 'germline' property match Cancer Predisposition and Pharmacogenomic statements.
- create_key_alterations - indicates 'germline' only for germline variants matched to Cancer Predisposition and Pharmacogenomic statements.
- custom_kb_match_filter: user function to filter kb_matches. Standard uses are for GERO-283 are filtering Cancer Predisposition matches from non-CGL sources and excluding Pharmacogenomic matches in PROFYLE cases.
