Fix what post2 should have fixed (hopefully).

Hopefully fix AppVeyor deploy script and generate sdist package. No functional changes.

This release fixes the broken wheel building on the Linux CIs. No change in functionality. We need a new tag because PyPI doesn't allow overwriting files.
