Mostly infrastructure changes and small rewrite of ruby installation - eclectica have to use compilation process more often

Improvements for local installs. `.npmrc`, `.node-version` files stuff

pip installation and list of ruby remote versions become broken. That happens with those resources sometimes apparently.

Also small improvement of the docs in this release
