AnnoFab v0.64.0対応 74

* `generated_api.pyget_annotation_specs`メソッド：メソッド引数に`query_params`を追加しました。`history_id`を渡して、過去のアノテーション仕様を取得することができます。

* `dataclass/project_member.pyProjectMember`クラス：抜取受入率`sampling_acceptance_rate`を追加しました。

廃止
* `generated_api.pyget_task_validation`メソッド
* `wrapper.pyget_annotation_specs_from_url`メソッド

Enhancements
* `annofabapi.dataclass.comment`を追加
* `annofabapi.api.AnnofabApi.put_annotation_specs`の引数に`query_params`を追加

Deprecation Schedule
2022/12/01以降に以下のデータクラスを廃止する予定です。データクラスとして利用するには使いづらいものを廃止する予定です。
