Amset

Add release and packaging support.

Initial release containing:
- `amset` command line tool
- Ionized impurity, acoustic deformation potential, piezeoelectric, and polar
optical phonon scattering.
- Quantum mechanical wave function overlaps.
- Modified tetrahedron integration.
