**Major Changes:**
- Restructure lib to be like package (with `__init__.py`'s)
- Add Locale Manager inline/reply keyboard support

- Utils wrapper class change for `TelegramBot` instead of `TelegramUtilsService`

- Add sending class to send outcoming messages
