Fix for 109, plus many cleanups.

* Adds JS9 3.2, but downgrades CARTA to 1.3.1 in container mode because of 104

* Move from dockerhub to quay.io

* Adding 1.1.latest build for the client to track without needing client upgrades

Many small fixes and improvements to styling. In particular: collapsible titlebars.
