Addresses the following updates:
- Ensure proper handling of device cat as an HexIntEnum, not an int
- Use firmware to decide properties (ToggleLinc)
- Reset changed value for all flags when new_value set to None
- Send notifications when the ALDB status changes or a record is added
- Toggle and radio button changes should not write directly to device
- Handle toggle and radio buttons when props not loaded
- Bump pyserial-asyncio to >=0.5 for python 3.8 compatibility
- Ensure proper hex translation

Fix status message:
- requests only responding to DirectACK
- IOLinc displays the wrong status
- OnOff Outlet displays the wrong status for bottom outlet

Improve ALDB updates
Fix issue writing to ALDB when not loaded

Fixes issue with on/off events not firing correctly.

Increase Hub read/write timeout to 5 minutes

Fix issue with inbound broadcast messages being processed in high traffic scenarios

Clean up unit tests for reliability

Add test for the On Level Manager class.
