Fix 22 issue with pip installation on Linux (scripts are now directly executable)

Multiple features inside the same kapture data, and tar support for features.
This breaks backward compatibility with kapture data in format 1.0.
Upgrade scripts are provided, see tools/kapture_upgrade_1_0_to_1_1.py or tools/kapture_upgrade_1_0_to_1_1_inplace.py
For datasets downloaded with tools/kapture_download_dataset.py, you can use the upgrade subparser.
