Added new options-

* licensedelay
* consensusdelay
* lockconsensus
* locklicense

This update adds an option which excludes the votes from users which have voted for more than one option (so, for example, if someone votes 👍 and 👎 they won't count towards quorum or any voting threshold).

Minor improvements to messaging and packaging.
