This release adds the following:
- Enables the REST API out of the box.
- Enables the ZMQ API out of the box.
- Adds Python 3.9 builds for all platforms.
- Allows extra arbitrary parameters to be passed as command-line arguments for the node application on startup.
Users should obtain this through PyPI, as a Python package, in order to get the bundled Bitcoin SV node executables.
