Catkin-tools-fetch

Fix missing module in the package

- available through `PyPI`


[sudo] pip install catkin_tools_fetch

- initial version
- allows to use catkin fetch in a catkin workspace
- recursively downloads the repositories from specified urls
- urls can be specified in `package.xml` of each package in `<export>` part:

<export>
<git_url target="PACKAGE_NAME" url="PACKAGE_URL" />
</export>

- alternatively a default url can be passed
- filters out ROS repositories
