Adafruit-circuitpython-neopixel

Added `setuptools-scm` as a build system requirement to fix dynamic dependencies.

To use in CircuitPython, simply install the [Adafruit CircuitPython Bundle](https://circuitpython.org/libraries).

To use in CPython, `pip3 install adafruit-circuitpython-neopixel`.
