Spot-connect

This release includes a complete README.md file which goes hand in hand with an article on the module. Key updates in this release are:

- The inclusion of notebooks to scrape AWS data for changing regions & examples for using spot-connect
- Renaming the LinkAWS class the InstanceManager class and testing that it worked in different regions
- Formalization of the s3 transfer functions in the InstanceManager class

Include full list of instance types in the profile with the price and image ids that work in their regions as well as the capability to change region and image id in the sutils sub-module.

Inclusion of the link.py script and the LinkAWS class which provide higher level management functions for spot connect. Updated the README.md file

Updated console scripts so that we could execute `spot_connect` as a command line function.
