Snet-cli

In this update have been fixed few bugs, optimized the CLI and SDK, and added training functionality:

- remove --gas-price argument
- add request_kwargs for HTTPProvider constructor for implement API Secret for Infura Provider
- add ABI:Codec in web3 library
- 🚨 add training functionality [BETA]
- refactor of the package installation module

* Refused from NodeJS to interact with a smart contract instead of internal json files
* Python upgrade to 3.11 version for SDK and CLI
* An independent module for calculating gas
* The transition all of designations from AGI to AGIX after token forks
* Updated codestyle and other minor improvements
* Trezor wallet is not supported in this release, will be added later
