Rwslib

This release supports the `mode` keyword for the CAR dataset
In addition the following changes were made:
* Updated the documentation links to point to the corresponding Knowledge Hub links
* Automate the publication of the update docs

* Add missing Subject Location
* Add Lab Reference information to builders
* move to poetry for management
* security fix ups

* Made the installation of `enum34` version linked
* removed 3.3 as it was causing problems with travis ci
* refactored unittests for `rws_cmd` as these were failing because of unclosed socket errors

This fixes the following issues:
* a packaging issue with the `rwslib.builders` module
* missing url from metadata

This release includes:
* Added 3.6 support
* A refactored `rwslib.builders` module to partition the types of data used for the building of ODM
* Addition of the set of extensions for the Medidata ODM extensions (used for Strategic Monitoring) - see [Medidata ODM (MODM) Extensions](https://learn.mdsol.com/api/rws/medidata-odm-modm-extensions-125277619.html) for more information

This includes a bunch of new features including
- Improved Python3 Support
- including audit_event module
- ConfigurableDatasetRequest
- RWSCmd
- Added extra mdsol attributes
