Pyextendedconfigparser

This release improves [ConfigParser](https://docs.python.org/3/library/configparser.html) from Python standard library:
- Improves the interpolation algorithm
- Adds an interpolation cache
- Allows section name interpolation
- Supports multiple DEFAULT sections
- Allows nested interpolations
