Pybar-fei4-interpreter

Fixing build with MSVC++ 10 (2010) and later.

- code cleanup
- adding new histograms
- optimize print output
- fix compilation warnings
- adding additional columns to the Hits table for TDC analysis

* fixed compilation on newer compilers
* added support for different trigger data formats

- A feature was implemented to reset interpretation histograms. That is needed to use the interpretation in a real time environemnt (like the silab online monitor)
- It is not required that start/stop time stamp is different. This adresses actual pybar bug: https://github.com/SiLab-Bonn/pyBAR/issues/48

Bugs:
- A bug is fixed that the event number was sometimes assigned wrong by 1 for the last event of a readout

Features:
- Mean tot histograms are created in C++
- Nicer interpretation summary
- A _small hit_ counter was added

The PyPI package installation is fixed in this commit.
