新機能
関数が今まで扱う配列の次元によって2D, 3D, 4Dを使い分けなければいけませんでしたが、非常に不便でした。関数を工夫し、本リリースから入力の次元に依らない関数を実装し、ユーザーは関数を使い分ける必要がなくなりました。互換性の観点から今までの関数はそのままにしますが、利用は非推奨となります。

`divergence`や`gradient`といった関数は入力するデータの配列のshapeが非常に重要であり、関数を利用するために必要なdxとdyの形がわかりにくいという問題点がありました。そのため新たにNotValidDxShapeError, NotValidDyShapeErrorというエラーを作成し、ユーザーが関数を利用するために必要なtipを表示できるようにしました。

- `nakametpy.jma` for reading JMA RAIN and RADAR data. (気象庁の解析雨量およびレーダー雨量を読む機能を`nakametpy.jma`に追加しました)
- `nakametpy.cmap` for color maps for precipitation, water vapor, etc. (降水量や水蒸気量をプロットする際に便利なカラーマップを追加しました)
- documentation created. (ドキュメンテーションが作成されました。READMEにリンクがあります。)
kinematics.py
divergence becomes applied for the multi-dimensions array. (kinematics.divergenceがあたらに追加され、多次元配列に対応しました。)
uv2dv-cfd was added. (NCLの関数であるuv2dv-cfdと同様の機能を持つ関数を追加しました。)

Bug fix
constants.py

This is the first version of the NakaMetPy in public.

- Add the function of kinematics, such as geostrophic wind, relative vorticity, and so on.
- Add the License and test codes.
