Luechenbresse

1. New tool `lb-btci` to load legacy data. Docs: `lb-btci -h`.

Removed issue with missing `logging.handlers` import.

- fixed `luechenbresse --init` which was not working since `0.0.2`
- refactoring that should not affect functionality

When a `[mailgun]` section is present in `~/.luechenbresse/luechenbresse.ini` the log of the current execution will be sent via mail upon completion.

This release removes all print stuff and instead writes a logfile in ~/.luechenbresse.

Abilities so far:
- install the databases
- update RSS feeds for ZDF heute and ARD tagesschau
- download article HTML
