Version 2.17.0.0 of the unofficial libimagequant Python bindings.

libimagequant has been updated to version 2.17.0. No other changes are included.

**Important note about future plans:** libimagequant version 4.0.0 recently released. I do plan to update the Python bindings to support it, though I'm not sure of the timeline for that. 2.17 will be the last release of the 2.x series, for both projects.

Version 2.16.0.0 of the unofficial libimagequant Python bindings.

libimagequant has been updated to version 2.16.0. Other changes include:

* Official wheels now support Python 3.10.
* Official wheels no longer support Python 3.5, because it's deprecated and upstream dependencies (primarily the manylinux folks) stopped supporting it. The source distribution should still work for it, though.
* Official Linux wheels now include a PEP-600-style manylinux platform tag.

libimagequant has been updated to version 2.14.1.

Also, releases are now built with the oldest supported Python version (currently 3.5) instead of the newest (3.9), as PEP 652 clarifies that "The Stable ABI is not generally forward-compatible: an extension built and tested with CPython 3.10 will not generally be compatible with CPython 3.9." (Note that this hasn't actually caused any issues with previous releases. libimagequant-python release builds are unit-tested on all Python versions on all platforms, so I'd know if anything was broken like that. This change is just a precaution.)

libimagequant has been updated to version 2.13.1. I also improved the CI system yet again, this time to add automatic 32-bit builds for Windows.

Version 2.13.0.0 of the unofficial libimagequant Python bindings.

libimagequant has been updated to version 2.13.0. In addition, I rewrote the CI system again! This brings the following improvements:

- Instead of 20 different builds for various combinations of operating systems and Python versions, there are now just three -- one each for Windows, macOS, and Linux. All are compatible with Python 3.5 through 3.9.
- This is the first release to include builds for Python 3.9.
- An "sdist" source distribution is now provided, which should make it much easier to install libimagequant on PyPy and other platforms.
- Linux builds now use the `manylinux2014` platform.
- The CI infrastructure has been switched from Azure Pipelines to GitHub Actions, mainly because I'm already using GHA for all my other projects.

Version 2.12.6.0 of the unofficial libimagequant Python bindings.

The bundled version of libimagequant has been updated to 2.12.6, bringing a few bugfixes. The bigger change in this release is that the CI system has been greatly improved: builds are now provided for, and tested on, Python 3.5-3.8 as well as a recent PyPy, on all three major platforms (Windows, Mac, Linux).
