Knossos

This hotfix release prevents unnecessary downloads during updates and shows the correct tab after startup.

This release once again fixes a lot of bugs but also brings a few new features and quality of life improvements for uploaders.

* a new first run wizard which should make the installation much smoother
* Knossos only uploads changed packages if you release a mod update
* a few sanity checks have been added to prevent broken uploads
* users can now change the used FSO build and commandline flags for installed mods (global flags will come with the next beta)
* mods for TCs have been fixed
* a few other things

This release contains mostly bugfixes and usability improvements.

* avoid uploading unchanged archives
* download bandwith limit by asarium
* the Windows installer now installs for all users
* UI improvements by MjnMixael
* mod.ini import by asarium
* BBCode tags `[left]`, `[right]` and `[center]`
* retry failed uploads instead of aborting immediately
* the stability filter

A lot of stuff happened since the last release.
Here are just a few new features:

* mod uploads work
* banners, screenshot and videos have been added
* descriptions can now use BBCode
* installed mods can be modified (packages can be (un)installed)
* Knossos prevents the uninstallation of required mods
* a bunch of bugs have been fixed

Applied critical fixes to the macOS builds to make it possible to actually run Knossos.
All supported platforms should work now!

This release contains no changes for the other platforms.

This release fixes problems during startup on Windows and Ubuntu.

Windows releases would crash with "Failed to execute script __main__."
and Ubuntu releases were stuck on the "Loading..." screen.
