This release adds logging with different verbosity levels. We will be adding more logging when we add tests.

- Fixing option change, condition-approved-mergers-file back to working

Needed to release to PyPi

Additional changes include

New "check-condition" which looks at a "BASE" branch's required status checks and validates that they pass or not.

Created this release as a point in time to sync with PyPi
