Django-snakeoil

This release contains no user-facing changes.

- Updates linting config to more modern standards.
- Checks the Django version rather than trying to import when checking for native `JSONField` support.

Fixes an issue trying to add empty meta tags.

Adds dynamic per-object metadata.

This version is a complete re-design and re-write of snakeoil. See the docs for the new API.
