Debugpy

Fixes 1379.

Drops Python 3.7 support. Please use [debugpy v1.7.0](https://github.com/microsoft/debugpy/releases/tag/v1.7.0) if you need to debug Python 3.7.

Add wheels for Python 3.11 and for macOS on ARM.
