Provided functionality:
- Poll a given CloudFormation stack for a given resource's metadata and monitor it for changes on an interval of `n` minutes, where `n` is set by the `--delay-minutes` command-line flag.
- Upon updates to the CloudFormation metadata, call `cfn-init` with the given stack name and resource name to cause the local machine to re-run all CloudFormation configuration defined in the metadata.
- Logging is either plaintext or JSON, either to standard output or to syslog directly using the Python `syslog` module.
