Cc-plugin-ncei

This minor release adds a check for [valid_range](https://github.com/ioos/cc-plugin-ncei/pull/40) and fixes a [bug](https://github.com/ioos/cc-plugin-ncei/pull/40/commits/1cc24dc553b9807f9f7229834f2bb1bda9516943) with the standard name table.

This minor release contains a new seaname list and a bug fix to setup.py

Adds checkers to support the [NCEI NetCDF templates v2.0](https://www.nodc.noaa.gov/data/formats/netcdf/v2.0/) for the following feature types:
- point
- timeSeries
- trajectory
- profile
- timeSeriesProfile
- trajectoryProfile
- grid

Updates the global sea_name attribute check to query the NCEI vocabulary lookup service
Drops check for allowable variable names for elevation variable
Drops requirement for a comment attribute

Support for swath feature types will be added once NCEI guidance is in place.

This minor release includes some fixes for supporting Python 3

This release of the Compliance Checker NCEI Plugins contains the checkers for the [NODC 1.1 Templates](http://www.nodc.noaa.gov/data/formats/netcdf/v1.1/)

This plugin adds several checkers to the available checkers available in the IOOS Compliance Checker for each template.
