Algorithm-toolkit

- We've refactored algorithm processing chains to each write their own JSON definition file instead of all writing to a single chains.json.
- We've also added support for Docker, so you can now Dockerize the ATK in either development or production mode. See the Docker section in https://algorithm-toolkit.readthedocs.io/.

* Fixed issues 14 15 and 9.
* Resolved security issues with internal dependencies Pillow and marked.js

We caught a few bugs and squashed 'em.
