Albert-tensorflow

Change log:
* Added `run_classifier_with_tfhub.py` with some modifications to run smoothly on TPUs.
* Removed verbose logging from `tokenization.py`.

This is the initial release of **ALBERT TensorFlow**.

Changes from the official repository:

* Removed tf/abseil flag definitions from the Python files;
* Suppress TF (CPP) logs during tests.
